Adds CUT tag after defined number of symbols without breaking words or links.
You can also define the list of tags that should not be broken by CUT.

Two modes are now available:
— regular: IF user did not put CUT OR user's CUT is further then the defined one THEN cut will be set to the defined position
— LightMode: IF user did not put CUT THEN regular way works BUT if user did input CUT the SECOND limit will be used;
If Second limit == 0 then Autocut will be disabled in case user did put the CUT.
